We have a pretty good policy for international shipments, my question is what kind of protection does paypal offer for international orders, how do they handle fraud...would it be a safe option to accept for orders under $1000, should their address be verified to accept it?

to be eligible for protection from paypal you need to do the following:
-make sure that paypal says the the transaction is eligible for their seller protection policy -only ship to the address in the paypal transaction details and here's the killer, you need a copy of the delivery signature, and it must match the card holders signature. In other words, if the customer says it's not their signature, or if their husband/wife/brother/sister answers the door to the delivery guy, you are not protected. |

so theres just no good way to ship international lol except wire transfer.
