Default Advice Needed Please!

Had a customer called 2 weeks after we shipped order and said they haven't received it. USPS delivery confirmation says that it was delivered 10 days ago. We didn't get signature confirmation.

We were told by usps rep that delivery confirmation means package was handed to someone and not left at door or something. Is this true?

The product is custom-made and useless to anyone else.

Should we re-ship or just refund? Value is about $70. Re-ship would be cheaper, but refund would end any other possible "problems" with this customer.

And you should require signatures on all future custom orders, to be safe.

USPS reps in my area typically scan packages right before they take them out for delivery, so many show delivered before they're actually left at the doorstep or given to a customer - even though they occasionally are lost between the scanning and delivery. I'd just use UPS for the order when it's reshipped so there's no sketchy business going on. I find that even though the USPS screws up and doesn't deliver once in a while that it's not worth paying for sig confirm or any of that unless it's a really valuable/irreplaceable shipment because their screws ups are generally infrequent (I've probably shipped 10,000 packages with them and have had them only lose 5-10 ever). If the package is important or expensive I just use UPS rather than deal with the post office and sig confirm, because filing insurance claims with the post office for lost packages is a pretty ridiculous experience.
